Is it a lamp? Defuser?

I got this at the thrift store. Looked like a vase till I touched the brass circle and it lit up. Google lens seems to think it’s an oil defuser, but I don’t think it gets hot enough for that? And it also does not have an air pump of any sort to disperse scent particles or however those work. Any other ideas?
