Unsure of this, Neighbour thought it fell of my car. It’s not, looks Electrical?

There’s not markings for identification, brand new, no signs of wear, two cylinders with blue things in are rubber, plus rubber orange bit. It can separate length wise and cylinders can be pushed through. To me the screws look for a ring terminal?
