Found this weird leather/chain thing at work — what the hell is it?

Found this at work and nobody here knows what it is. It's leather with a bunch of metal studs, two large D-rings, and several chains connecting the rings.

When laid flat it's roughly 15–16 inches long. The opening when buckled is only about 4 inches across, so it seems way too small to be a normal human neck collar. There's also no obvious place to attach a leash.

I included an M.2 2280 SSD for scale in the last picture.

Any ideas what this was actually made for?
