Bundles of tinfoil-wrapped toothpicks, wrapped together in plastic wrap into bigger bundles?

Found this in a common area in a college dorm. Been here for a couple days. Toothpicks, wrapped in foil and plastic wrap, wrapped with other foil wrapped bundles of toothpicks in plastic wrap, multiple of *those*, wrapped in more plastic wrap. What on earth could this be???
