ID on small, yellow-brown, winged bug in Ottawa, ON, Canada

Description: Small (5mm at most if I had to poorly estimate) winged creature, yellowish brown in colour with a sort of circular or geometric pattern on the back between the wings. Also has big eyes, elongated abdomen with a black tip.

Long version: I was standing under a willow tree watching fish while waiting for my bus, which I know not to do because I always get covered in bugs… but alas, I didn’t notice this little dude until I had boarded, at which point he started tickling my arm and, in going to scratch it, I accidentally gave him a little flicking action. I was watching him to see if he was okay and thought he was pretty cute, so I was wondering if anyone had an ID!
