What is this 2 lb adjustable 12in wide metal thing that attaches to a 1.5 inch rod

This thing is adjustable in a number of ways and looks like it’s meant to position something about six inches wide relative to a 1 1/2 inch rod or pole. No markings, all metal (probably aluminum?) except for plastic knobs.
