Mystery tool found with clockmaker's tools. Lacquered brass, approx 8 inches long overall, in fitted wooden box.

Does anyone recognise what this tool(?) might be used for? It's listed at an auction as a "clockmaker's jacot tool", along with other tools that are clockmaker's tools, but I don't recognise it as such at all.
