Chronicles of the Sand? Journals of the Sand?

I remember there was this website dedicated to a series of stories with kids in a sort of suburbia where weird but not terribly supernatural stuff went down. Things like serial dog murders followed by a TV program glitching and saying "stop the killings" and they stop, and a story about a radio frequency with really low volume that would occasionally burst really loud static and one kid goes kinda deaf. I remember it had "sand" in the title somewhere, which was kinda strange because it was in the suburbs, but that's besides the point- Anyone to help?
