single sci fi book - gunslinger that helps ghosts pass into the afterlife

This was a recent book where a female (though she preferred to pass as male) gunslinger would shoot bullets that helped stuck ghosts and spirits pass into the afterlife.

There was a train ride I feel like and she and another character ended up at some kind of spiritual retreat resort for the rich where the people that owned it where stealing peoples life force for something I cant remember.

The cover had a drawing of the main character either walking towards or standing facing the camera. I think they had either goggles or a mask on.
