Southern California bug leaving pods of eggs inside my poor orchid leaves.

[Photos here](https://imgur.com/a/S8iDdJn)Came home from a 3 week vacation do find these marks on several of my phalaenopsis leaves. One pod had sap on/near it and most of them have a dusty powder around the border. I found a few of the black/yellow bugs on one of the orchids but was advised over at r/orchids that is likely a parasitic wasp. Any tips on what I am dealing with and how to control it? Thanks in advance.
