What's the deal with the Shurian continent (cw: ignorant racism)

So my master has given me the assignment of “exploring other cultures” and “expanding my horizons\*. I came here to learn how to throw fireballs and conjure walls force. But whatever, an assignments an assignment. I'll just pick a place in the southern hemisphere no one cares about, simple easy job right. So I was looking around the orb net and what's the deal with Shur. The people who live there seem to live like lizard men. No stone buildings like those on council lands. Or any form of advanced arcane magic no mages colleges not even bard schools. Just strange dancing rituals and like druid stuff.

No towers, No arcane library that I can spot at least ones that aren't just made out of mud. Is just darker skinned humanoids All they have to offer? Well apparently not. They produce well everything: mithril adamantine, mana glass, apparently the plants used in mana potions are native there grown in large plantations. Apparently guilds and businesses from all over The council continent and beyond pour in a bunch of resources setting up mines and infrastructure and the shurians are still poor. Are they just not allowed to use any of it or anything?

Their history is also strange like they have been a colony of everyone from Chaos dwarfs whatever those are,dark elves, drow Mindflayer gith like They must suck at fighting. Which is strange for all of the weapons they have. I mean I guess they're masks and shields are pretty cool but I still don't get it. Why do people care so much about this wasteland to even bother researching it? Whatever in assignments and assignment
