Sandwich Wilderness sign suggesting camping is allowed at established hardened sites

The Sandwich Wilderness Sign suggests that camping is allowed at "established hardened campsites OR 200 feet from trails". This certainly leaves open the interpretation that this portion of the White Mountains is being managed to allow camping at pre-existing campsites, even if they are within 200 feet of the trail. I suspect this policy is not uniformly followed in other areas of the White Mountains. Does anyone know if this is the case? https://imgur.com/2aFa8zc
