Help with a word

My partner's mum always uses a word in reference to rapscallion young men. I've never seen it written down or ever heard anyone else say it. It would be pronounced: ibleeoy.

She has loads of funny turns of phrases and unique words she uses, to the extent we've also picked them up over the years. However she's adimant it's a real word.

Any help?
