How viable is internet (or intranet) in a post apocalyptic world that has limitless power?

One of the things that causes the apocalypse also ensures that power is freely available at all times. I'm wondering what kind of situation that would cause for internet. There would probably be no people running servers unless it was something incredibly localized, so how difficult would more local internets be to have run 20ish years after an apocalypse?
