Mail wearing tanks when?

With gear funneling so prevalent, plate and leather wearing characters can have a full group of gear funnel, but mail and cloth are left out. We need earth spec tank shaman, survival redesign to tank, or third spec evoker tank. I don’t know about cloth or how to include.
