Best cloth mogs from questing zones?

In light of the broom mount being available from the monthly log, I decided to roll a mage. Which expansion should I quest in to passively collect the coolest, dare I say, most magey cloth transmogs?

My intuition tells me legion / suramar but please let me know of anything worth exploring
