Ground reticles not working

Ever since maybe the last patch, spells that are ground targeted using reticles aren't appearing for me, or appearing very rarely (i.e. healing rain, evoker fly abilities). Does anyone know how to fix this? There's a huge thread up on the Blizzard Support forum but no real concrete solutons I saw.
