Are tertiaty stats worth a suboptimal secondary stat distribution?

As an unholy dk, I have a belt that gives haste and mastery, which is perfect for me.

I just looted another belt of the same tier that instead gives versatility, mastery, and avoidance.

I'm curious both for this specific case, but also just in general in case this happens again, is it worth taking the tertiary stats if it means taking a suboptimal secondary stat distribution?
