Why does Shuffle (Brewmaster mechanic) exist?

Hi all,

I was recently leveling a BrM Monk to see how they felt and one thing left me a little confused: what's the point of Shuffle? I understand it makes Stagger stronger, but since doing your normal rotation maintains full uptime on Shuffle you make no decisions based on it. Searching the talent tree there's only one talent besides Shuffle itself that even mentions the mechanic. It just seemed to clutter the buff bar. Am I missing a reason for why Stagger isn't just 100% stronger and Shuffle removed?
