Does Alterac Valley just not happen at lower levels?

I hate Children’s Week. I’ve got 3 of the 4 parts of School of Hard Knocks done, but I did them on a level 25 character (now level 32) and have waited forever in the queue for AV. After waiting six hours Thursday night and four on Friday I switched to one of my max level kiddos and hey, whadda ya know, queuing for AV gives you an estimated wait time like all the other ones, whereas on my other one it only showed the waiting time. Am I screwed?

If I have to start over I guess I’ll see what I can do tonight, but working all weekend is gonna make it hard. At least I discovered I don’t hate pvp as much as I thought I would.
