Balance of Power

Can we finally get The Balance of Power questline account-bound? Isn't everyone else tired of this? I've done this questline in Legion on two characters yet i still have to do all the quests and rep grinds on every new character to unlock their artifact skins. I think this is a big oversight that 4 of my skins (3 recolors) are locked behind this extra-long and time consuming questline. I think its time we got our skins unlocked for all of our characters after completing this quest once. Either this or at least make this questline non-mendatory for the three different colors.
