Varying itemlevel in Hellfire Citadel

During my weekly transmog run to Hellfire Citadel I've noticed something peculiar after the patch.

It seems item level has jumped quite a bit for some items.

These two are from the same boss, Kormrok. The previous bosses, the Council, Kilrogg, etc., also dropped items of varying itemlevel. I am not sure this is an intended change seeing as how Warlords of Draenor was released some 8 years ago and the loot there is pretty much only used for transmog/rp purposes.
