Will Shamans be able to tank small group content at max level?

I never got to cap in Classic so I don't have any reference and the google results I got are vague. I'm trying to pick a class and I don't care about raids so much but I'd like to be able to tank dungeons, will shamans be able to do that? I know they can tank levelling dungeons of course.
