What is up with the gears install?

Reinstalled gears 5 after not having it for a bit. Was a 130gb download. After that I had to go into the install manager and install everything all over again! Wtf is going on? Only included the first act in the 130gb? Have to install the rest of the acts, DLC campaign, and multi-player separately. Wtf was that 130gb for?
