[DEV HELP] Adding new crew to the Avenger?

So what I'm wondering about is adding is another specific soldier that wanders around the Avenger, or hangs out in one specific place. For example, Shen will hang around engineering, Tygan will be near the research center, and Bradford will be all over the place. What I want to do is add another special individual with a pre-determined set of clothes that hangs out in the avenger. How would one go about doing this? Sorry if this seems all over the place, I'm not 100% sure about the specific terminologies.
