Bought a copy of Yakuza Kiwami steel book addition and it had a spot for two discs

Bought a used copy of Yakuza Kiwami steel book and it has a spot for two discs, but it only came with one. What's more, I looked up an unboxing video and his only had one spot for the disc. What's up with it?
