Is There a Way to Add Subtitles (Not Auto Generated) to Other People's Videos for the Hearing Impaired?

I believe once upon a day that this WAS possible - to be able to add subtitles to other Youtube videos that were not your own. It seems this has changed, but I wanted to clarify... is there really NO way to do this?

I'm watching a web series on Youtube and the subtitles must be auto-generated or something, because they are just the *worst.*

I have very bad hearing, so I rely very heavily on subtitles for all videos I watch online. I can still hear enough to watch without subtitles, but honestly, such a large percent of it goes unheard when I do that, to the point that I can't use surrounding audio clues/subtext to piece together what's happening at times (what I typically do subconsciously when watching videos without subtitles).

I KNOW I can't be the only one by a longshot with this struggle. When I try to turn the subtitles on, oftentimes they're so skewed to what's actually being said, that I ultimately have to watch it without subtitles and just accept that I'm only going to hear about 60-70% of it, tops, and just have to infer the rest (or stop the video and replay the audio at higher and higher levels to try and figure out what one particular thing is being said, etc.).

What can people who are hearing impaired do about this? There are people like me who can obviously still hear at least the majority of what's being spoken, but there are also others far worse than I am - some people who can't hear at all. What are those people supposed to do then? Is there truly no way for me to somehow submit corrected subtitles to a video for others to be able to enjoy?
